四川电大系统有专职教师1951,其中副高以上职称596人。
   此外,四川电大系统还根据办学的需要,聘请了兼职教师2000余人。
   为了提升学校教学质量和科研水平,还特聘了省内知名教授为四川电大客座教授。他们包括中国科学院院士、国家学部委员刘应明教授,西南财经大学博士生导师刘诗白教授,电子科大博士生导师周明天教授等20余位专家学者。

  四川电大依托中国教育和科研计算机网、卫星电视教育网,建成了覆盖了全省的远程教学资源传输系统。
  四川电大建立了有独立域名、网址和服务器的互联网站,并将服务器托管到公众信息网;开通了远程教学平台,与中央电大“电大在线”远程教学平台直接连接。省校及所属市州电大都建立了100兆以上的校园网,大部分县级电大建立了OA系统和远程教学平台,学生用计算机1.3万台,网上数字图书馆上载图书资料82.52万册。目前,四川电大建立完善了覆盖全川的省、市、县三级办学网络,拥有数字化、交互式的远程教学平台,独具系统运作、资源共享、开放办学的优势与特色,已经成为了我省远程教育的重要力量。
   Taking advantage of China Computer Net, Satellite TV Education Net, SCRTVU has established a system for transmitting distance teaching-and-learning resources covering the whole province.
   SCRTVU’s website has an independent domain name and its sever is connected with public information net; through which, the distance teaching platform is directly connected with TVU on line of CCRTVU. SCRTVU has established a digital library, a 1,000 Mbps campus network and a two-way video conference system connected with RTVUs at city or prefecture level.
   Furthermore, RTVUs at city or prefecture level have their 100 Mbps campus networks. Every TRVU in SCRTVU system is equipped with modern teaching facilities, such as ,multi-media classrooms, online-reading rooms, audio-visual reading rooms, internet classrooms, sound labs, closed-circuit TV systems and tele-phonetics inquiring service sets. The whole SCRTVU system has more than 13,000 computers.
   四川电大现代远程教育人才培养的基本模式是:依托卫星传输、计算机网络和电讯网络,形成丰富、多样、高质量的远程教育资源和手段(网络、电视、电话、电子教材、文字教材、面授);制定适合中国国情的现代远程开放教育政策、法规、管理制度和开放办学机制,形成适合学生个性化自主学习的信息化教学环境,提高学生的信息素养、专业知识和技能;构建终身教育体系,为社会经济发展培养尽可能多的高素质人才。
  The basic model of modern distance education for human resources development in SCRTVU is carried out in the following way:
Accumulating rich, varied and high-quality distance education resources and teaching means (namely, internet, TV, telephone, electronic teaching materials, printed teaching materials and face-to-face tutorials) through satellite TV transmission, computer and telecommunication networks;
Setting up policies, regulations, a managerial system and a mechanism for open Education which are suited to national conditions of chian;
    Creating informationized teaching environment fitting for autonomous study and individualized study and improving students’ information quality, professional knowledge and skills.
    Constructing a system of life-long education to cultivate more highly qualified personnel for the development of social economy.

  四川电大从实际出发,构建了“3个1/3+1”的远程开放教学模式。简言之就是,学员收听中央电大或省校主讲教师音像课或网络课的学时数为计划总学时数的1/3。此外,学员还应用不少于总学时数的时间,自主或通过学习小组完成平时作业和相关的实践性教学环节,以提高技能,加强对所学课程的预习和复习。这样既保证了中央电大、省电大主讲教师的授课,能够通过现代信息技术有效地为各地学员所接收,又保证了应有的教学水平;并赋予当地辅导教师必要的职责,具体指导每个学生的学习;同时,也突出了学生基于互联网的个性化自主学习。

  We have developed a teaching model for distance open education according to the actual situation of Sichuan province, which is called“Three One-Third Plus One Teaching Model”. In other words, in studying a course by this model, our students are supposed to spend 1/3 of the total planned hours receiving lectures by CRTVU’s or SCRTVU’s course presenters through audio-video transmission and network, attending face-to-face tutorial classes and doing web-based or multimedia-assisted autonomous learning respectively. In addition, students should spend an equivalent amount of time by themselves or in study groups, completing written assignment and skill-oriented activities, like alboratory work and field studies. Meanwhile, they should preview or review their lessons.
    In one way, this model can guarantee the required teaching standard because the students in different areas can efficiently receive the lectures by CRTVU’s or SCRTVU’s course presenters though modern information technology, in another way, it entrusts the local teachers with duties to instruct their students individually. At the same time, the new model highlights the web-based individualized autonomous learning.
  四川电大建立了比较完善的学生学习技术支持服务体系。
——建立了网上学习支持服务体系,引进省外电大和普通高校的教学资源,挂到四川电大校园网上;利用四川电大远程教育平台、四川电大主页中的教学支持栏目指导各试点分校的教学,向学生提供各门课程的教学大纲、课程设计方案、课程实施细则、教学辅导、重难点辅导、平时作业、咨询答疑和考试说明等。省校教师通过BBS、电子邮件等手段,开展教学咨询和答疑。
——进行多种媒体的课件建设,四川电大调动校内外力量共建CAI课件,目前已建课件60多个;将省校的直播课堂制作成IP 课件和直播课堂光盘,近两年来复制了各类光盘3万余片发给学生。编印文字教材的辅导资料。近几年来,每年编印发行文字教材和辅导资料达17.43万册。目前四川电大所开专业的课程使用了两种或两种以上媒体数已达100%,网上教学内容每月更新一次的课程达50%以上。
——经过30年的发展,系统运作、资源共享、开放办学成为电大办学的特色和优势。尤其是教育部人才培养模式改革和开放教育试点项目的举办,推进了电大信息化基础设施建设,四川电大自主建设和整合的网上教学资源达到450GB,形成了天地人网结合、三级平台互动的远程网络教学平台,实现了教育手段的新跨越,电大教育逐步成为国家发展现代远程教育的宝贵资源,较好地满足了学习者远程网络学习需求,尤其是实现了较为通畅地将优质教育资源输送到教育欠发达地区和教育弱势群体的目标,彰显了教育公平。
  SCRTVU has set up a comparatively perfect system of learning support service:
    1.we’ve set up the web-based learning service system through the following steps:
Introducing teaching resources from other provincial RTVUs and some conventional universities, which were all placed on our campus network.
Guiding teaching and learning in the pilot RTVUs through SCRTVU’s distance education platform and web-pages of learning support placed on SCRTVU’s website.
Providing students with course syllabuses, teaching schemes for courses, detailed rules for teaching schemes, tutorial materials on key contents, written assignment, directions on final exams, telephone consulting service, question-answering service by SCRTVU teachers based on BBS and E-mails.
    2.Producing multimedia-assisted teaching materials, such as VCD and CAI courseware. Up till now, more than sixty kinds of CAI courseware have been made, some by our staff members, some by joint construction. Some recordings of the live-broadcast lectures of SCRTVU are made into IP courseware or disks. In the recent two years, we’ve provided the students with more than 30,000 for various courses.
    3.compiling and printing tutorial materials for course books. In recent years, we’ve been printing and issuing 170,045 copies of written course books or tutorial materials annually. At present, two or more kinks of multimedia-assisted teaching materials have been produced for every course offered by SCRTVU. More than 50 percent of the teaching contents on-line are updated every month.

   四川电大对教学过程进行质量监控的主要质量监控点有:对学生水平测试和入学教育的质量监控;课程教学过程的主要环节的比重、教学形式和互补作用的监控;面授辅导课的质量监控;学生个性化自学过程的质量监控;考试工作的质量监控。
 
  SCRTVU has set up b normalized quality supervising system on the teaching process and teaching quality.
The main targets of the supervision are as follows:
   The students’ entrance level tests and entrance education; the proportion of the major procedures in teaching; ways of teasching and their supplementary function; face-to-face tutorial teaching; the students’ individualized autonomous learning and the exams.
